In order to achieve Level 4, an airport is required to set an absolute emissions reduction target that includes all Scope 1 and Scope 2 emissions as a minimum (i.e., an airport operator target scope). If an airport chooses to do so, it may also incorporate one or more sources of Scope 3 emissions in its target and thus partially or entirely cover the airport as a system (i.e., a third-party-inclusive target scope).
